DUNDEE TOWNSHIP

JANUARY 13, 2026 MEETING MINUTES

A Regular Meeting of the Dundee Township Board was held Tuesday January 13, 2026. Clerk Ziesmer called the meeting to order at 7:00 p.m. All present recited The Pledge of Allegiance.

 

Present were Trustees: Alana Horkey, Ken Jaworski, Gary Lazette, Treasurer Ost, and Clerk Karla Ziesmer, Clerk Ziesmer did roll call. Trustee Tim Miles and Supervisor Lewis were excused.

 

Due to the absence of Supervisor Lewis, Clerk Ziesmer moved to appoint Treasurer Ost to chair the meeting. Trustee Jaworski seconded. Motion carried.

·         Treasure Ost moved to revise the agenda, under New Business, strike “Website Proposals” (Trustee Miles absent), postpone vote on “Planning Commission Ad Hoc Committee” (pending attorney meeting) and strike “Scheduled New Budget Dates” (already set during budget workshop). Trustee Jaworski seconded. Motion carried.

·         Trustee Jaworski moved to approve the regular meeting minutes held on December 8, 2025, and waive the reading of such. Trustee Lazette seconded. Motion carried.

·         After reading was completed aloud, Trustee Horkey moved to approve the Special Meeting minutes held on December 22, 2025, Trustee Miles Jaworski seconded. Motion carried.

CORRESPONDENCE: Resignation letter from Bonnie Weber (Board of Review).                        

OFFICIAL REPORTS

LIBRARY:

·         ~30,000 items checked out in 2025 (down slightly; digital checkouts up)

·         7,350 total program attendees in 2025

  • Events include playgroups, book clubs, Daddy-Daughter Hair Factory, and more
  • Tax assistance available for qualifying households through VITA program
  • Library open Mon–Sat (varied hours); full calendar at mymcls.com

ASSESSING: No assessor report was presented. The Township noted openings on the Board of Review (three regular seats and one alternate). The Board of Review meets in March, July, and December. Interested persons were asked to contact the township office.

BUILDING DEPARTMENT: No report at this time

FIRE DEPARTMENT: December 2025: 113 calls (74 village, 31 township). Total of 2025: 1,168 calls – busiest year on record, 877 village, 240 township, 51 mutual aid. Two vehicles sold: Engine 226 sold to a West Virginia fire department for $20,000; unit 350 sold for $10,000.

TREASURER LISA HUNT: Tax payments still arriving. USPS postmark changes may delay official mailing dates — residents advised to mail early or request hand-cancellation. Township continues honoring postmarks

TRUSTEE GARY LAZETTE: Township Cleanup Day set for April 25, 8 AM – 1 PM at Rod Park.

CLERK KARLA ZIESMER: Monroe County ISD considering a tech millage renewal on May ballot.

SUPERVISOR LEWIS: Excused absence

TRUSTEE TIM MILES: Excused absence

TRUSTEE KEN JAWORSKI: No report

TRUSTEE ALANA HORKEY: No report

 

OLD BUSINESS: None at this time.

 

NEW BUSINESS:

·         Tax Form Preparation – Calkins, Heal & Rafko. Clerk Ziesmer requested outsourcing of W-2, W-3, 1096, and 1099 forms due to heavy FOIA workload. Quote: $800 first year (setup); $400 in future years. Trustee Lazette moved to accept the bid from Calkins, Heal & Rafko. Trustee Horkey seconded. Motion carried.

·         Water Tap Request – Brian Palka requested two water taps for new duplexes. He indicated prior confusion over approval procedures, citing mixed direction from township and village representatives. Discussion revealed that the property is not in a water district, complicating the tap approval process. Despite limited township authority, the board conditionally approved issuing a letter of recommendation similar to one previously written for Mr. Palka’s earlier duplex project. Treasurer Ost moved to draft a letter of support to the Village (pending legal confirmation) for two taps. Trustee Horkey seconded. Vote: 3–2 Motion Passed.

·         Planning Commission Ad Hoc Committee (Discussion Only) Art Bronson & Micaela Bogi presented proposals. Two options discussed:

    • Ad Hoc Committee: informal, less structure, not under Open Meetings Act
    • Formal Advisory Committee: created by resolution, subject to Open Meetings Act, more transparency. Proposed members include Michaela Bogey (Chair), Art Bronson, and others. Trustee Lazette requested addition of Travis Horkey.

No vote taken; pending legal review and further discussion.

PUBLIC COMMENT: Community members raised questions and concerns about the Master Plan, transparency, open meetings, and committee structures. General interest expressed in participating in advisory processes.

Additional board comments:

·         Trustee Jaworski ask Micaela Bogi if she has received her check from Amrize, through River Raisin Watershed Council. She confirmed that she has.

·         Trustee Lazette expressed his concern with FOIA requests to the Township.

 

Treasurer Ost moved to pay bills from 12/18/2025 in the amount of $40,136.11. Trustee Jaworski seconded. Motion carried.

 

Treasurer Ost moved to pay bills from 01/08/2026 in the amount of $40,433.26. Trustee Jaworski seconded. Motion carried.

 

Trustee Jaworski moved to adjourn the meeting at 8:00 p.m. Trustee Lazette seconded. Motion carried.

 

The next meeting will be January 27, 2026, at 5:00PM for Budget Workshop, followed by the regular Township Board Meeting at 7:00 PM.
