Dundee Township Regular Meeting Minutes of August 11, 2009

 

 

DUNDEE TOWNSHIP

REGULAR MEETING

AUGUST 11, 2009

 

The regular meeting of the Dundee Township Board was held Tuesday August 11, 2009 at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.  Present were Supervisor Uhl, Clerk O'Lone, Treasurer Sontag and Trustees:  Larson, Juckette, Winkelman and Lazette.  The Pledge of Allegiance was recited.  There were four individuals in the audience.

Motion by Treasurer Sontag and supported by Trustee Larson to accept the agenda as printed.  Motion carried.

Motion by Trustee Larson and supported by Trustee Winkelman to approve the minutes of the special and regular meetings held Tuesday July 28, 2009 and waive the reading of such.  Motion carried.

Motion by Trustee Juckette and supported by Treasurer Sontag to accept the correspondence and place on file.  Motion carried.

 

PUBLIC COMMENT

Floor Opened:  7:02 p.m.

There were two citizens that signed up to speak for public comment.

Library statistics for the month of July were presented to the board.  Circulation is up 4% from a year ago and computer usage is up 18%.  There were over 600 participants in the K through 6 summer reading program.  Many local businesses donated prizes to the program.

OFFICIAL REPORTS

Supervisor Uhl

A contract will be sent to the board for approval regarding the township resident's access to the early notification phone system that the village council previously developed for the village residents.

Assessing Department

Township Assessor Mike Miletti will be meeting with an attorney from Holcim for negotiations.  Christine Fricke from the assessing department has requested pre-payment of classes and lodging for education needed for her Level III certification.  The cost for the classes and lodging is $667.00.  The township personnel policy stipulates that reimbursement of classes will occur upon completion of the class with a passing grade.  Payment of classes prior to completion was granted previously to Ms. Fricke and Clerk O'Lone is concerned that the pattern of payment occurring is setting a conflicting precedent with the policy.  She will attend the next meeting for further discussion.

Building Department

Permits have increased from last year.  Questions and procedures will need to be addressed regarding geothermal and energy saving construction.

Trustee Lazette

The next planning commission meeting will be held Wednesday August 19th beginning at 7:00 p.m.  Trustee Lazette will be attending a road commission meeting on August 24th at the Raisinville Township Hall.

Trustee Juckette

Raisinville Township recently sent a road project that had been previously estimated by the road commission out for bid.  Contractors, along with the road commission, bid on the project.  The road commission submitted a bid that was considerably lower than the one previously submitted prior to the bidding process.  However; this bid was still not the lowest.  More information may be possible at the meeting being hosted there on August 24th.

Trustee Winkelman

The following fire calls were responded to for the month of July:

Total calls for the month of July were 48.

The village council approved spending $10,000.00 for a rescue boat, goggles and vests for the fire department.  Meetings will be held with the fire chief and distributors of metal buildings for information regarding the building of the new fire hall.

Clerk O'Lone

A leaking water container has left the kitchen carpet with a large stain.  Numerous phone calls for estimates were made.  Motion by Clerk O'Lone and supported by Supervisor Uhl to spend $135.00 for the cleaning of the entire kitchen carpet and all walkways throughout out the office area.  Motion carried.

 

OLD BUSINESS

Suggestions pertaining to the burn ordinance previously presented to the board are as follows:  no permit required for the use of a standard 55 gallon burning barrel, a minimum of 50 feet distance from any structure for a fire to be started, fires can occur any day of the week and any month, but ozone action days must be taken into consideration.  The burn ordinance permits will be beneficial to the fire department for monitoring fires when cell phone calls are made to central dispatch and if complaints are made by residents the fire department has guidelines in place for enforcement.  Motion by Supervisor Uhl and supported by Trustee Lazette to approve Burn Ordinance Number 35 with the correction of section 7.1.10 to reflect a change to 50 feet.  Roll call vote as follows:  Trustee Juckette no, Trustee Larson yea, Trustee Winkelman no, Treasurer Sontag yea, Trustee Lazette yea, Clerk O'Lone yea and Supervisor Uhl yea.  Motion carried.

Suggestions were also received for the proposed noxious weed ordinance.  The township has not experienced this violation often however; with the present economy and numerous foreclosures this could become a problem.  The violations in the proposed ordinance are categorized as civil infractions and the civil infraction ordinance has not been approved by the board to date.  The weed ordinance will be addressed after the outcome of the civil infraction ordinance is addressed.

 

ADDITIONAL BOARD COMMENTS      

The problem with the computer IP address previously reported to the board has been rectified.

Bids will be obtained for minor maintenance and stoning of the rear parking area at the township hall.  This will be an agenda item at the next board meeting.

The fall regional MTA meeting offered in Ann Arbor in October offers useful road topics.  Board members have previously benefited from many of the courses that have been offered.  This will be an agenda item for the next board meeting.

Motion by Clerk O'Lone and supported by Treasurer Sontag to pay the bills in the amount of $14,717.88.  Motion carried.

Motion by Clerk O'Lone and supported by Trustee Lazette to adjourn the meeting.  Motion carried.  Time of adjournment was 8:07 p.m.
