Dundee Township Regular Meeting Minutes of March 10, 2009

DUNDEE TOWNSHIP
REGULAR MEETING
MARCH 10, 2009

 

 

The regular meeting of the Dundee Township Board was held Tuesday March 10, 2009 at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.  Present were Supervisor Uhl, Clerk O'Lone, Treasurer Sontag and Trustees: Larson, Winkelman, Juckette and Lazette. The Pledge of Allegiance was recited.

Motion by Trustee Juckette and supported by Trustee Larson to approve the agenda as printed. Motion carried.

Motion by Trustee Winkelman and supported by Treasurer Sontag to approve the minutes of the regular meeting held February 24, 2009 and waive the reading of such. Motion carried.

Letter re: Monetary Savings

Motion by Trustee Larson and supported by Clerk O'Lone to accept the correspondence and place on file. Motion carried.

 

OFFICIAL REPORTS

Supervisor Uhl

The Drain Commission was contacted regarding a problem on Petersburg Road north of M-50. One of the problems creating the flow of run off to cease in the area is due to drain tiles that are obstructed from crop debris. An approximate cost to correct the problem is $5,500.00 through excess gradall funds. Motion by Trustee Juckette and supported by Clerk O'Lone to approve the 2009 excess gradall contract with the road commission. Motion carried.

Motion by Trustee Juckette and supported by Supervisor Uhl to use excess gradall monies to correct the drainage issues on Petersburg Road north of M-50 which has led to road problems. Motion carried.

Assessing Department

Board of Review was held Monday with 28 appointments reviewed. A full day of appointments has been scheduled for tomorrow as well.

Trustee Larson

The flagpole at Maple Grove Cemetery is still waiting for parts for the repair.

Trustee Lazette

The next planning commission meeting will be held on March 18, 2009 beginning at 7:00 p.m. A concerned resident called regarding the previous repaving work done Bigelow Road that appears to be crumbling. The road commission will be contacted.

Trustee Winkelman

The following fire calls were responded to for the month of February:

 Payment has been received from the insurance company for the repairs to the fire truck recently damaged in an accident. The Pierce Manufacturing Company will be contacted for notification.

Clerk O'Lone

A representative from David Arthur has information regarding low interest loan financing for townships involved in building projects. This information will be kept on file for future reference.

 

NEW BUSINESS

A request to approve April as Young Child Month was received from the Monroe County Young Child Chairperson. Motion by Clerk O'Lone and supported by Trustee Larson to approve Resolution 2009-3 nominating April as Young Child Month. Roll call vote as follows: Trustee Juckette yea, Trustee Larson yea, Trustee Winkelman yea, Treasurer Sontag yea, Trustee Lazette yea, Clerk O'Lone yea and Supervisor Uhl yea. Motion carried.

Motion by Trustee Juckette and supported by Trustee Larson to approve the custodial contract from Wendy Schuyler for a $200.00 monthly cleaning rate for the township hall and a $200.00 monthly cleaning rate for the library. Motion carried.

Motion by Trustee Juckette and supported by Trustee Larson to approve $35.00 of additional payment for meetings and mileage reimbursement to off site meetings for the building inspector. Motion carried.

Motion by Clerk O'Lone and supported by Trustee Larson to appoint Gary Lazette as the representative from the township board to the planning commission for a term to expire November 6, 2012. Six board members in favor upon a voice vote with Trustee Lazette abstaining. Motion carried.

Motion by Clerk O'Lone and supported by Trustee Lazette to reappoint Ed Proctor and Jeanette Brockman for a two year term to the Planning Commission, Laurie Haupricht, Delmar Cilley and Robert Madaski for a two year term to the Zoning Board of Appeals and Dave Salenbien to a two year term to the Construction Board of Appeals for term expiration dates of March 31, 2011. Motion carried.

Motion by Clerk O'Lone and supported by Trustee Larson to reappoint Dan Motylinski as Fire Chief and EMD Representative, Tom Winkelman as Fire Department Liaison, Steve Beaufait as Cemetery Sexton, Robert Madaski as Building Inspector, Frances Dean as Mineral Extraction Pond Inspector, Louis Galloro as Ordinance Officer and Dick Bressler as Plumbing and Mechanical Inspector for one year term's to expire on March 31, 2010. Motion carried.

Motion by Clerk O'Lone and supported by Supervisor Uhl to reappoint Gary Lazette as the Electrical Inspector for a one year term to expire on March 31, 2010. Six board members in favor upon a voice vote with Trustee Lazette abstaining. Motion carried.

Motion by Clerk O'Lone and supported by Trustee Lazette to reappoint Trustee Larson as Cemetery Liaison/Fence Viewer, Trustee Lazette as the River Raisin Watershed Council Representative, Trustee Juckette as the Drainage Task Force Delegate, Supervisor Uhl as the MTA County Chapter Delegate, Petrangelo, Bondy & Crossley as the Township Attorney, Cooley, Hehl, Wohlgamuth and Carlton as the Township Auditor and Louis Galloro as the Liquor Inspector. Motion carried.

Motion by Clerk O'Lone and supported by Supervisor Uhl to approve the IRS rate for mileage of $.55 per mile. Motion carried.

 

 

 

 

 

 

 

 

 

Motion by Trustee Larson and supported by Supervisor Uhl to approve the contract with R & R Lawncare for $420.00 per cut fee for Maple Grove Cemetery and $320.00 per cut fee for Oak Grove Cemetery and the contract with Lawn-Tech Services for $45.00 per cut fee for Leib Cemetery. Six board members in favor upon a voice vote with Trustee Juckette abstaining. Motion carried.

Motion by Trustee Winkelman and supported by Trustee Lazette to approve the second and fourth Tuesday of each month meeting schedule for the 2009-2010 fiscal year with the cancellation of the meeting on Tuesday December 22, 2009 due to the holidays. Motion carried.

Motion by Trustee Lazette and supported by Supervisor Uhl to approve the manual journal entries in the amount of $918,016.57, budget debit amount of $618,887.57 and the budget amendment credit amount of $413,853.09. Motion carried.

Motion by Treasurer Sontag and supported by Trustee Winkelman to pay the bills in the amount of $8,641.25. Motion carried.

 

OTHER BOARD COMMENTS

Supervisor Uhl has been in contact with the village regarding the water usage issue surrounding the Wilderness Retreat. A single tap was issued to the parcel however; numerous splits were performed beyond that point. Further communications will continue with the village.

Motion by Clerk O'Lone and supported by Trustee Lazette to adjourn the meeting. Motion carried. Time of adjournment was 9:20 p.m.
