Dundee Township Regular Meeting Minutes of September 22, 2009

DUNDEE TOWNSHIP

REGULAR MEETING

SEPTEMBER 22, 2009

 

 

 

The regular meeting of the Dundee Township Board was held Tuesday September 22, 2009 at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.  Present were Supervisor Uhl, Clerk O'Lone, Treasurer Sontag and Trustees:  Winkelman, Juckette, Larson and Lazette.  The Pledge of Allegiance was recited. 

Motion by Trustee Larson and supported by Trustee Winkelman to approve the agenda as printed.  Motion carried.

Motion by Trustee Larson and supported by Trustee Lazette to approve the minutes of the regular meeting held Tuesday September 8, 2009 and waive the reading of such.  Trustee Juckette abstained from voting due to his absence at the meeting.  Motion carried.

Motion by Clerk O'Lone and supported by Trustee Juckette to accept the treasurer's report for August 2009.  Motion carried.

Motion by Trustee Juckette and supported by Trustee Winkelman to accept the correspondence and place on file.  Motion carried.

OFFICIAL REPORTS

           

Assessing Department

Information is being processed for tax tribunal appeals which will occur in November.  A 14-point review class was attended by a member of the assessing department last week.

 

Building Department

The State of Michigan is updating rules regarding asbestos removal to industrial buildings.  A permit will now need to be obtained from MDEQ for removal.  Currently, the township does not have a separate fee for commercial demolition.  Some townships charge by either square footage, state value or a flat fee.  Motion by Trustee Juckette and supported by Clerk O'Lone to set a commercial demolition building inspection fee of $50.00 per inspection.  Motion carried.

 

Trustee Larson

Cemetery properties are in good condition.  Fall removal of dead limbs and trees will need to occur.

 

 

 

Trustee Lazette

The planning commission held a meeting on September 16th and discussion was held regarding a standard date to be determined for garage sale criteria.  The planning commission will be recommending 8 total calendar days for residents to have a garage sale.

The violation section of the zoning ordinance will need to be amended to reflect civil infractions language prior to the implementation of a civil infraction ordinance.

The P.M.S. product to be used on the Oak Grove Cemetery and the township hall parking lot is due to be delivered to Dundee on Friday.  Dundee Castings has offered the use of their building and forklift to unload and store the product.  Salenbien Trucking has also donated their services in rolling the cemetery driveway.

An additional inspection line item will need to be added to the electrical permit application to allow for a grounding inspection change to the Michigan Electrical Code.

Bids will need to be obtained to remove a showcase at the library to make more room for additional computers.

 

Trustee Juckette

Trustee Juckette voiced opposition to the recent decision by the road commission regarding the additional cost involved in safety striping of the roads after the application of tar and chipping or asphalt.

A private contractor has a large sum of gravel stockpiled at the Monroe County Fairgrounds that can be sold to the township for gravel roads.  Additional information will be obtained.

 

Clerk O'Lone

Connect-CTY township contact information has been received and will be completed and returned to them. 

Dundee Area Business Association will be hosting an October Timeout Meet and Greet on October 8th from 6:00-8:00 PM.  Any board member interested will need to RSVP by October 5th.

NEW BUSINESS

The 2008-2009 fiscal year audit report was presented to the board.  No additional water districts were added to the township this year.  The main focus and cost associated with this fiscal year was the purchase of the fire hall property.  Motion by Trustee Juckette and supported by Trustee Winkelman to accept the 2008-2009 Audit Report for Dundee Township.  Motion carried.

Townships are now required to submit a resolution authorizing the township treasurer and the assessing department to use a computerized database to supply the data necessary to produce taxing information and bills.  Motion by Trustee Juckette and supported by Supervisor Uhl to adopt Resolution 2009-4 for the Authorization to use a Computerized Data Base as Tax Roll.  Roll call vote as follows:  Trustee Juckette yea, Trustee Larson yea, Trustee Winkelman yea, Trustee Lazette yea, Treasurer Sontag yea, Clerk O'Lone yea and Supervisor Uhl yea.  Motion carried.

A rural development grant is a possibility for funding of a fire hall.  A representative from OHM attended the meeting with a cost outline for consulting for the grant application.  The cost for their services would be limited to a maximum of $9,800.00 depending upon the amount of information that is supplied by the township.  Board members were concerned that this proposal included work regarding the design of the building and various surveys that were already performed and double payment for these services would occur.  Information will be forwarded to the representative and a new proposal will be forthcoming.

A metro act permit renewal for the use of the right of way for Verizon North was presented to the board.  This permit needs to be renewed every five years.  Motion by Trustee Lazette and supported by Supervisor Uhl to renew the Verizon Metro Act Permit for a term of five years.  Motion carried.

For the second year Raisinville Township has requested that Dundee Township pay half of the cost for dumpsters supplied to the boy scouts for their annual River Raisin Cleanup project.  The total cost of the dumpsters is $270.00.  Motion by Trustee Winkelman and supported by Clerk O'Lone to pay $135.00 of the Stevens invoice for the River Raisin cleanup costs.  Motion carried.

 

Motion by Trustee Larson and supported by Treasurer Sontag to pay the bills in the amount of $4,129.82.  Motion carried. 

 

Motion by Clerk O'Lone and supported by Trustee Lazette to adjourn the meeting.  Motion carried.  Time of adjournment was 8:30 p.m.
