DUNDEE TOWNSHIP
REGULAR MEETING
SEPTEMBER 8, 2009
The regular meeting of the Dundee Township Board was held Tuesday September 8, 2009 at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. Present were Supervisor Uhl, Clerk O'Lone, Treasurer Sontag and Trustees: Winkelman, Larson and Lazette. Trustee Juckette had an excused absence. The Pledge of Allegiance was recited.
Motion by Trustee Larson and supported by Treasurer Sontag to approve the agenda as printed. Motion carried.
Motion by Trustee Winkelman and supported by Treasurer Sontag to approve the minutes of the regular meeting held Tuesday August 25, 2009 and waive the reading of such. Motion carried.

Motion by Trustee Larson and supported by Trustee Winkelman to allow Trustee Lazette and Building Inspector Bob Madaski to attend the Planning and Zoning Workshop on October 1, 2009 at a total cost of $50.00. Motion carried.
Motion by Clerk O'Lone and supported by Trustee Lazette to accept the correspondence and place on file. Motion carried.
PUBLIC COMMENT
One citizen signed up for public comment however; he declined because he was missing some of his documentation.
OFFICIAL REPORTS
Supervisor Uhl
A question regarding the application of road lane lines to the newly chipped and sealed roads was brought to the attention of the board. The road commission was contacted and informed the board that the cost for lane lines is no longer a line item in the contracted cost of a project. The lines were on the road prior to the project but will not be re-applied unless the township pays an additional fee. Board members consider the lane lines a crucial safety issue and questioned the possibility of potential additional deletions from contracts that were previously outlined for total projects without prior notification to township. Motion by Clerk O'Lone and supported by Trustee Larson to approve the application of road lines to Dixon, Meanwell and Gloff Roads under the 2009 chip and seal projects. Five board members were in favor upon a voice vote, Trustee Winkelman voted no. Motion carried.
The OHM grant firm has notified the township of a safety net application for rural development funding for the new fire department building. The township would be able to write approximately 30% and contract the other 70%. The contracted cost could be determined by either an hourly or a bid contract rate. Board members were in agreement that a bid contract would be the most cost effective. Motion by Trustee Larson and supported by Trustee Winkelman to instruct OHM to give a total cost estimate for the safety application for rural development of the fire department property. Motion carried.
Assessing Department
A member of the assessing department will be attending a class Wednesday through Friday in Novi. Mortgage foreclosures seem to be waning and buying and selling of homes has increased.
Building Department
Permits have increased from last year. Final inspections are being monitored for permits that are near the expiration dates.
Trustee Lazette
The next planning commission meeting will be September 16th beginning at 7:00 p.m. Trustee Lazette attended a meeting with Howard Penrod from the road commission requesting an explanation of the criteria used for dispensing the state's Act 51 monies to the individual townships throughout the county. Basically the money is disbursed at the discretion of the road commission.
Negotiations are continuing for a viable site for the PMS application. The Oak Grove Cemetery recently had a new driveway installed and could possibly be a desirable site. The back driveway of the township hall may also be a possibility as well.

There were a total of 40 calls for the month of August.
OLD BUSINESS
Discussion continued from the previous meeting regarding the tuition reimbursement portion of the personnel policy. The policy stipulates that an employee must take the class or course and receive a passing grade or certificate in order for reimbursement. An employee recently approached the board requesting payment prior to the class. Other townships were contacted for policy comparisons. Some townships paid for classes or seminars prior to attendance while others followed the protocol adopted by Dundee Township. Motion by Clerk O'Lone and supported by Trustee Lazette to maintain the tuition reimbursement section of the personnel policy as it is currently written. Five board members were in favor upon a voice vote, Trustee Larson voted no. Motion carried.
Motion by Treasurer Sontag and supported by Clerk O'Lone to pay the bills in the amount of $26,925.91. Motion carried.
Motion by Trustee Larson and supported by Trustee Lazette to adjourn the meeting. Motion carried. Time of adjournment was 7:58 p.m.
