TRUTH & TAXATION PUBLIC HEARING

MARCH 23, 2010

  

The Truth & Taxation Public Hearing was held Tuesday March 23, 2010 at the Dundee Township Hall.  Supervisor Uhl called the public hearing to order at 7:00 p.m.  Present were Supervisor Uhl, Clerk O’Lone, Treasurer Sontag and Trustees:  Larson, Lazette, Juckette and Winkelman.  The Pledge of Allegiance was recited. 

Motion by Trustee Juckette and supported by Treasurer Sontag to approve the agenda as printed.  Motion carried.

The factors used in determining if Headlee applies for each fiscal year is based on the taxable losses and additions.  This year Headlee does not apply due to the losses in taxable values exceeding the additions in taxable values.  The township tax rate is set at .93290.

With no further discussion a motion was made by Treasurer Sontag and supported by Trustee Winkelman to adjourn the hearing.  Motion carried.  Time of adjournment was 7:02 p.m.

REGULAR MEETING

MARCH 23, 2010

 

The regular meeting of the Dundee Township Board was held Tuesday March 23, 2010 at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:02 p.m.  Present were Supervisor Uhl, Clerk O’Lone, Treasurer Sontag and Trustees:  Larson, Lazette, Juckette and Winkelman.  The Pledge of Allegiance was previously recited at the Truth and Taxation Public Hearing.

Motion by Trustee Lazette and supported by Clerk O’Lone to accept the agenda with a revision to add Mechanical and Plumbing Inspector Appointment Discussion as line item number 3 under Old Business.  Motion carried.

Motion by Trustee Larson and supported by Trustee Winkelman to approve the minutes of the regular meeting held March 9, 2010.  Motion carried.

Motion by Trustee Larson and supported by Trustee Lazette to accept the treasurer’s report for February 2010.  Motion carried.

Motion by Trustee Juckette and supported by Trustee Winkelman to accept the correspondence and place on file.  Motion carried.

PUBLIC COMMENT

Christine Fricke from the Assessing Department presented the board with information regarding one of three additional classes necessary in obtaining her Level III assessing certification.  The class will be held in Indiana for one week.  The cost of the class is $375.00 and lodging for five nights will be approximately $212.00.  Motion by Trustee Juckette and supported by Trustee Larson to approve the reimbursement of an IAAO class at an approximate cost of $600.00 with the reimbursement of the class contingent upon completion and a passing grade.  Motion carried.

An event coordinator from the Assembly of God presented the board with a letter requesting approval for a flea market and consignment auction to be held at the church on September 11, 2010.  Supervisor Uhl will contact the attorney and will forward information to Ms. Fisher within three weeks.

OFFICIAL REPORTSSupervisor Uhl

Many of the area supervisors are sending letters of protest regarding the early termination of the private bidding policy implemented by the road commission.  Motion by Trustee Juckette and supported by Trustee Lazette to approve a letter in protest of the early termination of the sunset policy to be sent by Supervisor Uhl to the road commission.  Motion carried

  Assessing Department

Board of Review was complete on Friday.  A total of 46 appointments and walk-ins and 24 mail-in appeals from property owners were received.  The 14 point county review will begin on April 1, 2010.

Trustee Larson

The trimming and removing of trees is complete at the cemeteries.  Clean up of the debris still remains but is near completion.

Trustee Juckette

The pump on Gloff Road necessary for drainage near the railroad tracks is not working.  The township purchased the pump in 2003 and through an agreement with the Ruehs family they pay for the electricity supplied to the pump.  Tony and Sons originally installed the pump and will be contacted for maintenance and possible replacement.  Motion by Trustee Lazette and supported by Trustee Juckette to approve the maintenance and/or replacement of the pump necessary for Gloff Road drainage.  Motion carried.

Trustee Winkelman

The Fire Chief is requesting approval to allow two firemen to go to Novi for a vendor show.  Motion by Trustee Winkelman and supported by Clerk O’Lone to approve two firemen to attend the SMAFC Vendor Show in Novi on April 1, 2010 at a cost of $50.00.  Motion carried.

The firemen have also attended a FDIC Conference in Indianapolis in past years.  The conference allows networking of numerous fire personnel and could possibly net information regarding grants for the new fire hall.  Motion by Trustee Winkelman and supported by Clerk O’Lone to allow four firemen to attend the FDIC Conference in Indianapolis at a cost of $35.00 per person for attendance and two hotel rooms not to exceed $300.00 per room.  Motion carried.

Treasurer Sontag

A question was posed at a previous meeting regarding tax tribunal reimbursements.  Treasurer Sontag spoke with the county and was informed that the county treasurer overseas the payment and reimbursement from all taxing entities.

Clerk O’Lone

The spring cleanup date has been established as April 24, 2010 from 8:00 a.m. until 12:00 p.m.  Absentee applications will be sent out on Monday for the upcoming May 4th school election.

OLD BUSINESS

The Kimpton Road Bridge was damaged in an auto accident on August 13, 1995.  The monies obtained from the insurance claim were put into a CD totaling $51,909.00 through the road commission.  The township requested through Resolution 2004-6 that the bridge be considered for the critical bridge program but was denied.  At one time a wooden bridge was considered however; the supports have deteriorated over time and more extensive work will need to be completed before any type of bridge can be constructed.  The road commission gave a rough estimate of a minimum of $260,000.00 to repair the bridge.  This will remain an agenda item while additional information is being obtained.

Information was given to board members regarding past issues related to the cemetery sexton.  Motion by Trustee Winkelman and supported by Trustee Larson to appoint Rick Bigelow as the Cemetery Sexton for a term to begin April 1, 2010 through March 31, 2011.  Six board members in favor upon a voice vote with Trustee Juckette voting no.  Motion carried.

The committee designated to interview potential plumbing and mechanical inspectors met on Monday.  Four applicants were interviewed.  The committee unanimously agreed upon two of the applicants.  Motion by Trustee Lazette and supported by Clerk O’Lone to appoint Glen Arnold as the mechanical inspector for a term to begin April 1, 2010 through March 31, 2011.  Six board members in favor upon a voice vote with Trustee Juckette voting no.  Motion carried.

Motion by Trustee Lazette and supported by Clerk O’Lone to appoint Willie Higgs Sr. as the plumbing inspector for a term to begin April 1, 2010 through March 31, 2011.  Six board members in favor upon a voice vote with Trustee Juckette voting no.  Motion carried.

NEW BUSINESS

A reduction in the employee pension plan was recommended for this fiscal year budget.  Motion by Trustee Larson and supported by Supervisor Uhl to approve the Dundee Township Group Pension Plan Contribution Amendment Resolution 2010-2.  Roll call vote as follows:  Treasurer Sontag yea, Trustee Lazette yea, Trustee Juckette yea, Trustee Winkelman yea, Trustee Larson yea, Clerk O’Lone yea and Supervisor Uhl yea.  Motion carried.

A request for a donation was received from the organizers for the Mayfly Celebration.  Motion by Supervisor Uhl and supported by Trustee Larson to approve purchases totaling $250.00 for the Mayfly Music Festival.  Six board members in favor upon a voice vote with Trustee Juckette voting no.  Motion carried.

The 2010-2011 Fiscal Year Budget was presented to the board.  Motion by Treasurer Sontag and supported by Clerk O’Lone to approve the budget as presented for the 2010-2011 Fiscal Year.  Motion carried.

Resolution 2010-3 formally adopts the budget and allows it to become effective April 1, 2010. Motion by Trustee Larson and supported by Trustee Winkelman to approve Resolution 2010-3 for the 2010-2011 Budget Adoption.  Roll call vote as follows:  Trustee Lazette yea, Trustee Juckette yea, Trustee Winkelman yea, Trustee Larson yea, Treasurer Sontag yea, Clerk O’Lone yea and Supervisor Uhl yea.  Motion carried.

OTHER BOARD COMMENTS

Michigan Township Association is hosting a boundary workshop in Ann Arbor on April 8th.  Motion by Supervisor Uhl and supported by Trustee Winkelman to allow two board members to attend the boundary workshop at a total cost of $140.00.  Motion carried.

Motion by Trustee Larson and supported by Trustee Lazette to pay the bills in the amount of $4,648.52.  Motion carried.

Motion by Trustee Winkelman and supported by Trustee Lazette to adjourn the meeting.  Motion carried.  Time of adjournment was 8:48 p.m.
