Regular Meeting

June 22, 2010

 

The regular meeting of the Dundee Township Board was held Tuesday June 22, 2010 at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.  Present were Supervisor Uhl, Deputy Clerk Carder, Treasurer Sontag and Trustees: Larson, Lazette, Juckette and Winkelman.  Clerk O'Lone had an excused absence.  The Pledge of Allegiance was recited.

Motion by Trustee Larson and supported by Treasurer Sontag to accept the agenda as printed.  Motion carried.

Motion by Trustee Juckette and supported by Trustee Winkelman to approve the minutes of the regular meeting held June 8, 2010 and waive the reading of such. Motion carried.   Trustee Lazette abstained due to his absence at the meeting.

Motion by Trustee Winkelman and supported by Trustee Lazette to approve the minutes of the special meeting held June 15, 2010 and waive the reading of such.  Motion carried.

Motion by Trustee Juckette and supported by Trustee Winkelman to accept the correspondence and place on file.  Motion carried.

OFFICIAL REPORTSSupervisor Uhl

The Red Cross and church organizations are assisting residents with clean up.  A list of residents in need of assistance will be compiled and Supervisor Uhl will get them in touch with the churches and volunteer groups.   Fire Chief Motylinski suggested coordinating another clean up day.  Stevens is available but will only allow building debris and outdoor equipment, no brush will be allowed.  Supervisor Uhl will check on what materials they will take.

Assessing Department

Tornado damage inspections were performed.  To date 53 properties have been visited.  Assessing will be removing buildings on the roll that were destroyed.  The 14 point mini review was held and the score will be available in September.  State Tax Commission also mandates that 20% of all properties be visited.  The Board of Review will be meeting in July for errors and omissions.

Building Department

Permits and applications have been pulled mostly for roofs.  A temporary housing permit has been issued.  All tornado related permits have been kept separate.

Trustee Lazette

The Planning Commission had a Regular Meeting and Public Hearing on Solar Power and Outdoor Wood Burning Stoves.  The two ordinances were sent to the Monroe County Planning Department for their approval.

Trustee Winkelman

The Monroe County Fair Board has requested the assistance of the Dundee Fire Department for the demolition derby.  The Fire Department has been doing this for years.  Motion by Trustee Winkelman and supported by Trustee Larson to allow Dundee Fire Department to attend the Demolition Derby.  Motion carried.  

Treasurer Sontag

Tax bills will be mailed out next week.

To date 197 absentee applications have been sent out.

OLD BUSINESS

Supervisor Uhl received the fire property purchase agreement prior to tonight's meeting.  The final purchase agreement will need to be reviewed by board members. Supervisor Uhl would like feedback from board members by Monday so she can email our attorney.   Supervisor Uhl also spoke to Pat McGow regarding a special assessment, he does not recommend it for a building statute.  Special assessments are mainly used for operating fire and police service.   He recommends pursuing a millage option while we continue seeking grant opportunities.  The collection of a millage will not affect the criteria necessary in obtaining grants.  Supervisor Uhl contacted MTA regarding millage amounts.  Millage criteria allowing for a cap to be placed on specific amounts will be investigated.  Trustee Juckette questioned if we could reevaluate each year.  Supervisor Uhl will contact the attorney to obtain ballot proposal language and present it at the next regular meeting on July 13th. 

Road Commission mowing contracts were presented to the board.  A contract with Wyse Mowing was signed last March.  Motion by Trustee Winkelman and supported by Trustee Larson for Dan Wyse to mow local roads in township for Road Commission in the amount of $17,500.00.  Motion carried.

 The contract for brining and chloriding was discussed.  Motion by Trustee Larson and supported by Trustee Winkelman to grade and brine all local roads West of US-23, approximately 32,000 gallons @ 1,000 gallons per mile for $5,724.80 and grade and calcium chloride all local roads East of US-23, approximately 27,000 gallons @ 1,000 gallons for $15, 597.90 including overhead cost of $2,132.70 for a total cost of $23,454.97.  Motion carried.

Motion by Trustee Winkelman and supported by Trustee Lazette to pay bills in the amount of $5,358.94.  Motion carried.

Motion by Trustee Lazette and supported by Trustee Larson to adjourn meeting.  Motion carried.  Time of adjournment was 8:09 p.m.
