REGULAR MEETING
JUNE 8, 2010
The regular meeting of the Dundee Township Board was held Tuesday June 8, 2010 at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. Present were Supervisor Uhl, Clerk O'Lone, Treasurer Sontag and Trustees: Larson, Juckette and Winkelman. Trustee Lazette had an excused absence. The Pledge of Allegiance was recited.
Motion by Treasurer Sontag and supported by Trustee Winkelman to accept the agenda as printed. Motion carried.
Motion by Trustee Larson and supported by Treasurer Sontag to approve the minutes of the regular meeting held May 25, 2010 and waive the reading of such. Motion carried.

OFFICIAL REPORTSSupervisor Uhl
The village organized a command post in their building for coordination of assistance and area information for the tornado disaster. The community involvement was overwhelming and much appreciated.
Assessing Department
The mini 14 point review will begin on June 15, 2010.
Building Department
With the recent storms an area inspection was conducted for unsafe homes. Trustee Juckette posed a question regarding the permit fees involved in rebuilding. Supervisor Uhl will check with the attorney for board options.
Trustee Larson
The cemeteries were inspected and found to be undamaged from the storms.
Trustee Juckette
The suggestion of a proclamation or resolution thanking the community was offered by Trustee Juckette. This would need to be approved by the board so a publicized thank you would be more expeditious. Supervisor Uhl will coordinate the wording with the village for publication.

A signal 13 was called by the Fire Chief during the recent tornado. This message is sent to all county fire departments notifying them of a catastrophic event.
The generator at the fire hall is not performing properly and is several years old. Bids for a new one will be sought. Many area businesses donated food and water to the firemen who manned the station 24/7 throughout the entire tornado operation. The largest bill will likely be for all the fuel involved in maintaining the generators and fueling the vehicles. Supervisor Uhl will contact Congressman Dingell to see if any assistance is available. The new hazmat truck has been sent to Jackson Michigan for the final phase of the revamping.
Clerk O'Lone
A notice regarding a Road Commission informational meeting to be held on Tuesday June 15, 2010 was emailed. Precinct 1 and 2 will have two different ballot styles due to a school millage for the Britton School district.
OLD BUSINESS
The attorney has not received a revised purchase agreement from Clean Tech regarding the fire property. The attorney fees section and the site plan criteria will need clarification prior to board approval. An application for a variance for construction of a tower was placed on the village zoning board of appeals agenda for the fire property. Board members had concerns that the property would be rezoned and not purchased by Clean Tech leaving a rezoning classification that was not necessary for township use. Supervisor Uhl explained that the rezoning was contingent on the purchase agreement and if the sale did not go through then the rezoning would be null and void. Motion by Trustee Winkelman and supported by Clerk O'Lone to direct Supervisor Uhl to sign the application of the zoning board of appeals for a variance for the construction of a tower contingent upon the sale of the property between the township and the Clean Tech Corp. Six board members in favor upon a voice vote with Trustee Juckette voting no. Motion carried.
The costs involved in removing the counter, removal of a large interior window and replacing the flooring at the library were not presented to the board prior to the adoption of the fiscal year budget. This project could cost upwards of $10,000.00. Trustee Larson would like to know if the other township branches are renovating for the self service access as well. To balance out the budget the project will be divided into phases. Cost for the removal of the interior window and the reframing will be obtained.
Clarification from the road commission was received regarding the estimates for Stowell Road that was received at the last meeting. All estimate totals contained labor and equipment charges which added over $100,000.00 to each of the estimates. It was previously agreed upon that these costs would be absorbed by the road commission as their portion of the project since the road is a primary road and under their jurisdiction. The road commission's recommendation is to apply a cold patch application, which they produce themselves, on the road. An area resident well versed in road construction was present in the audience to offer his advice. In his opinion, the cost estimates for the project have been inflated and estimates that were obtained from area paving companies show that the township could save approximately $80,000.00 to $100,000.00 for the application of asphalt which will be the best product for the road due to weather conditions and traffic. The current market price for asphalt is $60.00 per ton and the road commission is bidding the project for $350.00 per ton. The road commission does not pay sales tax on any of its purchases which would also add to the cost savings. A meeting will need to be set up with the road commission to discuss the many discrepancies within all of the estimates.
The appointment term for Township Assessor Mike Miletti will terminate on June 30, 2010. Motion by Trustee Larson and supported by Supervisor Uhl to re-appoint Mike Miletti as the township assessor for a term of July 1, 2010 through June 30, 2011. Motion carried.
Motion by Treasurer Sontag and supported by Clerk O'Lone to pay the bills in the amount of $14,527.44. Motion carried.
Motion by Treasurer Sontag and supported by Trustee Winkelman to adjourn the meeting. Motion carried. Time of adjournment was 8:32 p.m.
