Dundee Township Regular Meeting Minutes of January 13, 2009

DUNDEE TOWNSHIP

REGULAR MEETING

JANUARY 13, 2009

 

The regular meeting of the Dundee Township Board was held Tuesday January 13, 2009 at the Dundee Township Hall.  Supervisor Uhl called the meeting to order at 7:00 p.m.  Present were Supervisor Uhl, Clerk Lupu, Treasurer Sontag and Trustees:  Lazette, Larson, Juckette and Winkelman.  The Pledge of Allegiance was recited.

Motion by supported by Trustee Larson and supported by Trustee Winkelman to accept the agenda as printed.  Motion carried.

Motion by Trustee Juckette and supported by Treasurer Sontag to approve the minutes of the regular meeting held December 9, 2008 and waive the reading of such.  Motion carried.

Motion by Trustee Larson and supported by Clerk Lupu to accept the treasurer's report for November 2008.  Motion carried.

The letter from the resident is regarding a nuisance burn that occurs periodically throughout the summer months and permeates the neighborhood.  The letter will be forwarded to the fire chief for further investigation.

Motion by Trustee Juckette and supported by Trustee Winkelman to accept the correspondence and place on file.  Motion carried.

 

PUBLIC COMMENT

The head librarian for the Dundee Township Library presented the board with end of the year statistics.  The statistics show what a beneficial asset the library is and what a huge service the members and staff of the library are to our community. 

 

OFFICIAL REPORTS

 

Supervisor Uhl

Ida Township unanimously denied a special approval request for a motor sports development park at their last meeting.  There has been no response from the road commission regarding the letter recently sent to them pertaining to several topics that required clarification.

 

 

Assessing Department

The state of Michigan guidelines has issued a decrease in assessment values however; the taxable value was raised 4.4% due to proposal A.

 

Trustee Larson

The flag at the Maple Grove Cemetery was recently torn down by high winds.  Parts are needed to fix the pulley before it can be placed back at the cemetery.

 

Trustee Lazette

A regular planning commission meeting will be held on Wednesday January 21, 2009.

 

Trustee Juckette

In approximately one year Louie Roe of Louis Roe Excavating will be retiring.  Any projects regarding drainage will need to be scheduled for completion.  Motion by Trustee Juckette and supported by Trustee Winkelman to approve contacting Louis Roe Excavating for an estimate regarding the Day and Bunce Roads drainage project.  Motion carried.

Clerk Lupu

The deputy's office area in the substation is in need of new flooring.  A motion was approved for $400.00 by the board last September however; the vinyl flooring necessary for the conditions of the room is $76.00 higher than the approved motion.  Motion by Trustee Winkelman and supported by Treasurer Sontag to approve an additional $100.00 to the original approved $400.00 to put towards vinyl flooring for the deputy's area.  Motion carried.

 

NEW BUSINESS

The 2009 River Raisin Watershed dues are in the amount of $563.80.  These dues have not increased in several years.  It is a valuable program in maintaining and preserving the River Raisin.  Motion by Trustee Juckette and supported by Trustee Lazette to approve the 2009 River Raisin Watershed dues in the amount of $563.80.  Motion carried.

Due to a recent resignation to the Board of Review an opening for an alternate has occurred.  Motion by Trustee Larson and supported by Trustee Juckette to appoint Paul Stoianowski as an alternate member to the Township Board of Review for a two year term to expire on December 31, 2010.  Motion carried.

A Board of Review seminar sponsored by the Michigan Township's Association is being offered on February 4, 2009.  The existing board members are requesting attendance to the advanced category and Mr. Stoianowski will be attending the basic class.  Motion by Trustee Larson and supported by Supervisor Uhl to approve attendance by the board of review members to attend a MTA class at a cost of $340.00.  Motion carried.

Discussion occurred on an enforcement ordinance draft that was presented to the board by Building Inspector Bob Madaski and Trustee Lazette.  Currently there is no provision in either the zoning or the policing power ordinances that offers guidelines for violations of codes only for violations of ordinances.  In cases where complaints are received on rental properties there is no recourse that can be offered to the renter at this time.  Additional information will be obtained from similar townships and brought back to the board for the next regular meeting.

 

ADDITIONAL BOARD COMMENTS

Several board members have received positive comments regarding the conditions of roads that received additional maintenance this past fall.

 

Motion by Trustee Larson and supported by Trustee Lazette to pay the bills in the amount of $18,953.38.  Motion carried.

 

Motion by Clerk Lupu and supported by Clerk Lupu to adjourn the meeting.  Motion carried.  Time of adjournment was 8:10 p.m.
