DUNDEE TOWNSHIP
REGULAR MEETING
MAY 25, 2010
The regular meeting of the Dundee Township Board was held Tuesday May 25, 2010 at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:00 p.m. Present were Supervisor Uhl, Clerk O'Lone, Treasurer Sontag and Trustees: Larson, Lazette, Juckette and Winkelman. The Pledge of Allegiance was recited.
Motion by Clerk O'Lone and supported by Trustee Larson to accept the agenda with a revision under New Business adding line item number five the Stowell Road contract estimate discussion. Motion carried.
Motion by Trustee Winkelman and supported by Trustee Larson to approve the minutes of the regular meeting held April 27, 2010 and waive the reading of such. Motion carried.
Motion by Clerk O'Lone and supported by Trustee Lazette to accept the treasurer's report for April 2010. Motion carried.

Motion by Trustee Juckette and supported by Treasurer Sontag to accept the correspondence and place on file. Motion carried.
PUBLIC COMMENT
The resident voicing a drainage complaint at the previous meeting requested a copy of the State Law regarding meeting minute's criteria. The Drain Commission viewed the area where the complaint was lodged and did not find any drain obstruction.
OFFICIAL REPORTSSupervisor Uhl
A Totten Drain meeting will be held at the township hall on June 3rd. Stoneco sent a revised bid for the stoning of township roads to add the cost for the application.
An introduction was presented to the board by Jennifer Coe who was recently contracted by the township for obtaining and writing grants for funding of the new fire hall. She is currently investigating numerous grant sites and potential leads. She will report back to the board with information as it becomes available.
Assessing Department
An assessor's association meeting will be held this coming Thursday. Preliminary information is being obtained for the upcoming 14 point review.
Trustee Larson
The new flags were hung in the cemeteries and driveways manicured for the upcoming Memorial weekend.
Trustee Juckette
Many of the grants that are offered require some form of matching funds. The attorney was contacted regarding funding options. Millage options would need to be placed on a ballot or special assessment districts can be formed once the required public hearings and other procedures have been completed.

The chassis purchased to construct the air truck was delivered from the dealership and will be picked up Friday to be taken for assembly. Information will be obtained for the sale of the old army truck.
Treasurer Sontag
The deadline for the submission of information to be included in the spring newsletter will be June 21st. There is $74,356.00 in the CD funding investment maintained by the road commission that was designated for the Kimpton Road Bridge repair.
Clerk O'Lone
The county emergency siren located on Petersburg and Brewer Roads is malfunctioning and authorization was needed from the township for maintenance to begin. There was a 7% voter turnout for the school election that was held in May.
OLD BUSINESS
The phase one potential fire department property environmental study was submitted to Mannick and Smith for their opinion. They have concurred with CRA's findings of the property. An updated purchase agreement was given to board members. Any questions or suggestions will need to be forwarded to the attorney by Tuesday.
NEW BUSINESS
A zoning compliance ordinance that was previously adopted mandates that the planning commission terms be extended to three year terms. Motion by Trustee Lazette and supported by Trustee Juckette to adjust the appointment dates for Ed Proctor and Jeanette Brockman to new expiration dates of March 31, 2012 and for Art Bronson, Dave Sedlar, George Horkey and Chuck Ruehs to March 31, 2013 to comply with Zoning Ordinance 33. Motion carried.
A dust control schedule will be submitted to the road commission as follows: a single application of brine will be applied west of US 23 eight feet down the center of all gravel roads and a single application of chloride will be applied will be applied east of US 23 eight feet down the center of all gravel roads. Contracts will be drawn up and sent to the board for approval. Supervisor Uhl will contact Summerfield Township to see if they will agree for an alternative dust control substance to be applied on the dead end section of Dunbar Road.
The Michigan Township Association dues were presented to the board. Motion by Trustee Larson and supported by Treasurer Sontag to pay the MTA dues including the legal defense discretionary assessment for a total cost of $5,289.60. Motion carried.
A cost estimate was obtained for the removal of the counter at the library. The counter was built into the flooring and walls when the building was constructed. This poses a flooring problem and could result in a much larger cost to the project than previously anticipated. The librarian will be consulted for more information regarding the entire self scanning project.
The road commission submitted three cost estimates for the reconstruction of Stowell Road from the bridge at the Lafler Drain to a point one mile to the southwest. Since this is a primary road and should be funded by the road commission they have offered to supply the labor and equipment at no cost for the project. However; the bids seem to be including the labor and equipment costs. The bids range from $394,819.00 for cold paving to $422,979.00 for an asphalt application. All bids include guardrail replacement, ditching and drainage repair. These prices are considerably higher than the other two phases previously performed on this road. Board members would like outside estimates obtained for comparison. Supervisor Uhl will contact area contractors for pricing.
Motion by Trustee Winkelman and supported by Treasurer Sontag to pay the bills in the amount of $4,253.12. Motion carried.
Motion by Trustee Larson and supported by Trustee Lazette to adjourn the meeting. Motion carried. Time of adjournment was 8:40 p.m.
