DUNDEE TOWNSHIP
REGULAR MEETING
MARCH 24, 2009
The regular meeting of the Dundee Township Board was held Tuesday March 24, 2009 at the Dundee Township Hall. Supervisor Uhl called the meeting to order at 7:05 p.m. Present were Supervisor Uhl, Clerk O'Lone, Treasurer Sontag and Trustees: Larson, Lazette, Juckette and Winkelman. The Pledge of Allegiance was previously recited at the Truth and Taxation Public Hearing.
Motion by Trustee Larson and supported by Clerk O'Lone to approve the agenda as printed. Motion carried.
Motion by Trustee Winkelman and supported by Treasurer Sontag to approve the budget workshop and regular meeting minutes held Tuesday March 10, 2009 and waive the reading of such. Motion carried.
Motion by Trustee Larson and supported by Trustee Winkelman to accept the treasurer's report for February 2009. Motion carried.

OFFICIAL REPORTS
Supervisor Uhl
After meeting with Louie Galloro it has been determined that a new category will be added to the Ordinance Officer's Report. Once a complaint occurs, if compliance is achieved, the file will be designated as inactive. This designation will remain unless an additional complaint is received.
Plans were previously drafted for a drainage problem on Bunce Road, however; Mr. Roe would like Trustee Juckette to reevaluate the situation for further clarification.
An early notification/warning service is being considered by the village council. The yearly cost is $2.50 per household and would require residents to sign up for the service and list their preferred mode of notification via internet, land line, cell phone or text messaging. The village has approached the township for a possible joint venture. Board members are in favor of the idea however; a clarification assuring that the information supplied by the residents will not be sold will be needed.
Assessing Department
The 2009 March Board of Review is complete. There were 56 appeals addressed in person and 24 appeals sent in by mail.
A service through the BS & A software program used by the township will allow residents and realtors to access assessing information through the internet. This will considerably lower the phone call activity for the department. Motion by Trustee Larson and supported by Trustee Winkelman to proceed with the BS & A option A project that will activate assessing information to an on line self service program. Motion carried.
Building Department
A certified letter was sent to owners of a home on Rightmire Road. They have lived in the home without the necessary inspections needed to obtain an occupancy permit. The township attorney will be contacted.
Trustee Larson
The flagpole at Maple Grove Cemetery will be fixed later this week. Spring cleanup of all cemeteries has begun.
Trustee Lazette
The planning commission is currently reviewing their bylaws.
Trustee Juckette
A question was posed regarding the status of the stimulus packages being evaluated for fire departments. Supervisor Uhl will be meeting with a rural representative to pursue this avenue of funding.
Trustee Winkelman
The firemen are organizing a team to participate in the upcoming relay for life event.
Clerk O'Lone
The township audit is scheduled to begin on April 21, 2009. Approximately 400 absentee ballot applications have been sent for the upcoming May school election.
NEW BUSINESS
The 2009 Monroe County Road Commission mowing contract was presented to the board. Motion by Supervisor Uhl and supported by Trustee Larson to approve the mowing contract through the Monroe County Road Commission at a cost of $19,000.00. Motion carried.
A list of Dundee Township roads recommended for chip and seal projects was sent to the board by Tom Roberts of the Monroe County Road Commission. The proposal lists the following sections on Dixon Road: Nieman to Alford, Alford to M-50, a zone patch along Nieman to M-50, a crack fill along Nieman to M-50 and Wells to Lloyd. The Meanwell Road proposal lists: M-50 to Eggert (including the S. Custer extension), Eggert to W. Dunbar and W. Dunbar to Ida West. A single stretch of Gloff Road from Dixon to R.R. tracks and the second phase of Bigelow Road from the bridge to Plank Road. Total cost for all roads to be repaired is $144,845.95 along with a 10% overhead charged for non usage of self help funds. Board members questioned the need for phase II of Bigelow Road. Cracks are appearing in the center of the road and this portion of the project is less than a year old. Trustee Juckette suggested a counter offer of $120,000.00 with no added overhead included. Motion by Trustee Juckette and supported by Trustee Winkelman to proceed with the chip and seal bids of the following sections on Dixon Road: Nieman to Alford, Alford to M-50, a zone patch along Nieman to M-50, a crack fill along Nieman to M-50 and Wells to Lloyd, the following sections on Meanwell Road: M-50 to Eggert (including the S. Custer extension), Eggert to W. Dunbar and W. Dunbar to Ida West. A single stretch of Gloff Road from Dixon to R.R. tracks and the second phase of Bigelow Road from the bridge to Plank Road at a total cost of $120,000.00 without a 10% overhead added on. Motion carried.
The 2009-2010 fiscal year budget was presented to the board. The eleven funds involved in the township budget are as follows: General, Perpetual Care, Leib Cemetery, Fire Department Millage, Liquor Control, Improvement, Road Millage, Dixon Road Water District, Meanwell/Eggert Roads Water District, Wells Road Water District and Irish/Meanwell Roads Water District. The total fund balances as of February 28, 2009 for all eleven individual funds is $2,428,225.76, the total projected fund revenues for this fiscal year is $1,495,550.00, the total projected disbursements for this fiscal year is $1,183,280.00 bringing the projected fund balances for the 2009-2010 fiscal year to $2,740,495.76. Motion by Treasurer Sontag and supported by Trustee Larson to approve the 2009-2010 fiscal year budget. Motion carried.
The board was presented with a resolution which formally will adopt the 2009-2010 fiscal year budget. Motion by Clerk O'Lone and supported by Treasurer Sontag to adopt Resolution 2009-4 formally adopting the 2009-2010 fiscal year budget. Roll call vote as follows: Trustee Juckette yea, Trustee Winkelman yea, Trustee Larson yea, Treasurer Sontag yea, Trustee Lazette yea, Clerk O'Lone yea and Supervisor Uhl yea. Motion carried.
The Dundee Recreational Ball League has requested a $300.00 donation for use in purchasing equipment and/or supplies for the upcoming ball season. Motion by Trustee Juckette and supported by Trustee Winkelman to approve purchasing goods for the DRBL totaling $300.00. Motion carried.
Motion by Treasurer Sontag and supported by Clerk O'Lone to pay the bills in the amount of $14,521.03. Motion carried.
Motion by Clerk O'Lone and supported by Trustee Lazette to adjourn the meeting. Motion carried. Time of adjournment was 8:33 p.m.
